Every time I call Delaware State Housing Authority NO ONE EVER PICKS UP. If they happen to pick up and you speak with someone, they are NEVER the right person you should speak to an put you in an endless voice mail where you NEVER get a call back.
Also, I believe they EITHER BLOCK YOUR NUMBER after you get through, because when you call anytime after getting through,
THE PHONE JUST RINGS. I could not get any assistance with FIRST TIME HOME BUYERS PROGRAMS, CONSTANTLY TO YOU NEED TO SPEAK WITH SO AND SO, just to TRANSFER me to another voice mail with no response. I had a home I was trying to buy, and lost the bib because I could not get anyone to assist me with the programs that they advertise TELL YOUR LANDLORD GOOD BYE. Now I realize when you work for state services, that means you pretend to look busy. Have cases on your desk, transfer calls so it is not on you to take care of the person, sit around and talk with your friends, yell at people, and collect a check. It is a shame how all state services have the same M O. Took my daughter to social service, took a number and sat. We counted 6 people at the glass. 4 of them we sitting and standing together conversing with each other. Only two were working the entire hour and a half we were there. Someone came to where they were hanging out to ask a question, and they would not answer just kept telling him to take a number
MR. GOVERNOR OR MR MAYOR OR WHOMEVER NEED TO SEND PEOPLE IN TO THOSE OFFICES RANDOMELY AND WITNESS FOR YOURSELF HOW THE COMMUNITY IS BEING TREATED. That job of an auditor should be a part-time job created to curve excess funding of those positions. Also to report back how the people who we trust to complete a request see how long they are dragging out cases and taking initial information, and those cases get lost, or sit on a desk and NEVER get investigated or processed. Do not try to come in and question why it is being delayed, that file will NEVER see the light of day. If you need examples, I have 2 thst I personally know of. THE STATE WORKERS ARE SUPPOSED to SERVE THE COMMUNITY, Not IGNORE, PASS OFF OPPORTUNITIES TO SERVE THEIR COMMUNITY. That is the position they applied for, the position that THE STATE OF DELAWARE IS TRUSTING THEM TO DO THEIR JOB AND PAYING THEM TO DO IT.
If they do not have the capacity to serve, assist, and be empathetic to those persons they were hired to serve, they should be replaced. It is not fair to the people of Delaware that depend on these services to live, and have to endure mistreatment at every turn. Please, Please Please check into this matter. It is like a cancer in all offices of state services.
I have come from another state in which my family received state services. They were polite, engaging, and at least appeared interested on helping us the best way they could. Coming to Delaware and dealing with all the state services and also being disabled, I have NEVER been constantly put off, handed off, not my job and could not refer me to whom it may concern, who I needed to speak to, telling me you have to find out yourself, that is not my job.
It is very discouraging, and I believe it is something that if it does not change soon, it would make a great story for an investigative journalist. It is THAT unbelievable!

Arbor Management's Delmar Crossings & Villas consistently violates the law & has allowed Property Management to harass and threaten me with EVICTION WITHOUT GOOD CAUSE for nearly four years. DSHA does not care, does not respond to my requests for help and allows the organization to falsify my file and continue to harass me with threats of eviction. I want to speak to the CEO of DSHA. I would like an explanation as to why this government organization is allowed to IGNORE these things and I want immediate assistance In curtailing these illegal, inappropriate, unorthodox practices. Being forced to live in substandard conditions while others are treated with high regard and receiving immediate responses to work order requests has got to be a violiation of the law. And that's just for starters. I've been targeted, discriminated against, neglected, forced to live without water for 11 days, MOLD LEFT TO FESTER FOR YEARS & more. I'M ASTHMATIC. The purpose of LIHTC housing is that people with low income are treated with dignity & respect & provided living quarters on par with mainstream standards & amenities. INSTEAD, some of us here at senior housing Delmar Crossings Villas are required to live with 35-year-old washers and dryers not operating properly. Stoves: the same situation. Repairs remain undone or incomplete. Ceiling damage/ stains caused by HVAC negligence by Property Management In my case remains undone since the spring of 2021 -- only slight rough repair -- no painting or sanding spackle.
Upper management needs to get in touch with me as to why DSHA will not assist. I started with a woman named Kiara Williams? She was nothing but a turncoat & refuses to return My calls. I have escalated multiple times and I do not receive callbacks. Zero assistance. Despite my warning, each person I've spoken to about the fact that Delmar Crossing and Villas property management FALSIFIES my FILES and documents lies about me. I receive nothing from DSHA. And as far as I'm concerned they should ALL BE FIRED! My story is very complicated but I am going to find a way to get my story out there so that everybody knows what DSHA allows Arbor Management to do to me personally as a senior citizen, disallowing the right to peaceful living, causing chaos and distress in my life for 3 and 1/2 years.
BECAUSE DSHA DOES NOTHING TO HELP A NOBODY FROM NOWHERE SENIOR BEING ABUSED BY A BIG BULLY ORGANIZATION IN DELAWARE named ARBOR MANAGEMENT. The latest and biggest is a form of extortion.

Applied for the covid rental assistance as soon as it opened up in March 2021. Being on unemployment from my job and currently still not working due to having a new baby and no childcare. We are mid way through June and still no payment to landlords. I have been in contact with numerous people including the director of the Dehap program and have been told since the beginning of April the website updates as your status changes. My status has been funding approved payment will be processed since beginning of May. Have been calling and emailing to be told 3 to 5 days for payment and then nothing. Told we are working through a back log of payments call or email in 7 days. At this point are the funds even still available? People are behind on their rent and facing eviction notices. What do we tell our landlords...wait 7 days and check back? Come on!! The longer it gets the further behind it gets. This was supposed to be helping with loosing housing and it seems to be making it worse! . It's not like the money is coming directly to the tenants and not being paid. It goes to the landlords who are also waiting for payments to be made!! Can someone please let us know what's going on or where to go in the meantime to get help.?

i was informed that the rehabilitation program gets there funding from the De. state housing program... i wanted to inform you and whom ever else that may apply...DON'T they do not vet their contractors right they get the cheapest help, and that wouldnt be all that bad if they finished their job and didnt cause me and my child to become homeless, the whole point of the program was to alleviate my or lower my bills not sky rocket them so i have to choose between my electric and lot rent, this has been the most horrific, painful, demeaning, and depressing experience for me and my daughter we lost everthing and the ppl running the rehabilitation program aren't trying to rectify what the ppl they hired did or should i say didnt do...they broke the contract, i didnt and all i want for my pain and suffering is my title back so i can atleast sell it and have some type of life for me and my child....signing up for that program has been the worst mistake of my life!!!!

Been sitting here since November 2020 trying to get some kind of help for my family from any part of the state for housing. It's ridiculous is what it is. I have filled out application after application and keep getting told we don't have it or we don't know who you are we have never seen yours before. I truly hate dealing with state services no stars
